Roxas the miniature general is such a great image, isn't it? ♥ I agree though, he seems very decisive and take-charge when the inspiration seizes him. Xemnas is hard to get into because he can't seem to decide whether he wants to be passionate or precisely non-passionate, and his motives at any given point are always up for question... but I thought it was safe to say that, in general, he doesn't react to most things on a visible level.
