I assume that even if engineering the deaths of Marluxia and Larxene would be approved of, the other deaths -- Vexen, who he killed personally, and Lexaeus and Zexion, who he was indirectly involved in killing -- would probably have gotten his ass handed to him, because they were loyal to Xemnas.
